US says ‘Pax Silica’ declaration rejects weaponised dependency

The United States on Friday said the newly announced Pax Silica declaration signals a collective effort to prevent technology dependence from being used as geopolitical leverage.

Speaking on the development, US Under Secretary of State Jacob Helberg said the initiative represents a commitment by participating nations to build resilient and trusted technology partnerships.

“As we sign the Pax Silica declaration, we say no to weaponised dependency,” Helberg said, stressing the need for secure supply chains and trusted digital ecosystems.

The declaration focuses on strengthening cooperation in critical technologies, including semiconductors, digital infrastructure and advanced manufacturing, amid growing global concerns over strategic vulnerabilities created by concentrated supply chains.

Officials said the framework aims to promote transparency, diversification and reliability in technology networks while reducing risks associated with over-reliance on any single country or system.

The move comes as governments worldwide increasingly view technology access and data infrastructure as matters of national security and economic sovereignty, with partnerships being structured to ensure continuity of services and resilience against disruptions.

The United States said the initiative is intended to foster collaboration among like-minded nations to build open, secure and dependable technology ecosystems for the long term.
