PM Modi inaugurates India’s first PM MITRA Park in Telangana’s Warangal

Prime Minister Narendra Modi on Sunday inaugurated the PM MITRA Park at Warangal, Telangana, marking a major milestone in India’s industrial and textile growth journey. Developed at a cost of ₹1,695.54 crore, it is the country’s first functional PM MITRA Park and operationalises the government 5F vision — Farm to Fibre to Factory to Fashion to Foreign.
Inaugurating the project, the Prime Minister said the PM MITRA Park in Warangal would accelerate the textile revolution in the country while creating large-scale employment opportunities, especially for women.
Strategically located near the proposed Nagpur-Vijayawada Greenfield Expressway (NH-163G) and close to NH-163, the park offers multimodal connectivity to major railway networks and seaports, ensuring seamless logistics for global trade.
Designed as a world-class industrial ecosystem, the park is equipped with state-of-the-art infrastructure, including an extensive internal road network, a dedicated power substation and assured water supply. The project also focuses on sustainable development through a Common Effluent Treatment Plant featuring Zero Liquid Discharge technology.
Spread across 1,327 acres, the park is expected to emerge as a major driver of India’s textile growth story with anticipated investments of over ₹6,000 crore. Around 62 per cent of the park has already been allotted. The project is expected to generate more than 24,400 jobs across the textile value chain, while thousands of jobs have already been created.
The Ministry of Textiles had approved the establishment of seven PM MITRA parks in Telangana, Tamil Nadu, Karnataka, Maharashtra, Uttar Pradesh, Gujarat and Madhya Pradesh in March 2023 to strengthen a national ecosystem for textile infrastructure in the country.
The Telangana government had proposed the Kakatiya Mega Textile Park (KMTP) at Warangal for selection under the PM MITRA Scheme in March 2022 with the objective of expanding infrastructure and facilitating industrial development in the park. Following approval under the PM MITRA scheme in the Brownfield category, KMTP became eligible for development capital support of ₹200 crore and Competitive Incentive Support (CIS) of ₹300 crore for industries setting up operations in the park.
The Detailed Project Report for the PM MITRA Park, Warangal — incorporating expanded common infrastructure facilities such as upgradation of the CETP to a Zero Liquid Discharge facility, a common boiler facility for processing units, expansion of worker dormitories and a 10 MW solar power plant — was approved at a total project cost of ₹1,695.54 crore.
Out of the total 548 acres allotted to industry in the park, 310 acres have been allocated after the announcement of the PM MITRA Park. Industries setting up units in the park will have access to globally benchmarked textile infrastructure facilities and will also be eligible for Competitive Incentive Support under the PM MITRA scheme. Manufacturing units can avail incentive support from a dedicated fund of ₹300 crore for each park, making these parks more attractive to investors.
Units in the PM MITRA parks are also eligible for benefits through convergence with other Government of India schemes. The Ministry of Textiles has focused on attracting fresh investments through the Production Linked Incentive (PLI) scheme for the textile sector. One such beneficiary in the PM MITRA Park, Warangal is Evertop Textile and Apparel Complex Pvt. Ltd., which is also covered under the PLI scheme. The company is expected to generate employment for around 12,800 people with a proposed investment of ₹1,051 crore and an estimated annual turnover of ₹1,990 crore.
The PM MITRA Park scheme brings central government funding in the form of Viability Gap Funding (VGF), while also improving investor confidence, enabling modern shared infrastructure and integrating textile parks into India’s national textile strategy. The scheme significantly strengthens Telangana’s initiative to establish a textile manufacturing hub, elevating KMTP from a state industrial park into a nationally prioritised and globally positioned textile ecosystem.
