Manipur Assembly’s Budget Session to resume on March 9; key issues likely to be taken up

The budget session of the Manipur Legislative Assembly will resume on March 9, with several important issues expected to be discussed during the proceedings, officials said.
In a notification issued on Thursday, Assembly Secretary Rohit Sapam said that the seventh session of the 12th Manipur Assembly, which was adjourned sine die on February 5, 2026, will reconvene at 11 a.m. on March 9 in the Assembly Hall in Imphal.
In a separate notification, Sapam said that a meeting of the Business Advisory Committee (BAC) will be held on Friday to discuss the allocation of time for legislative business during the resumed session.
Assembly Speaker Thokchom Satyabrata Singh will preside over the BAC meeting.
On February 5, a one-day sitting of the Assembly was held during which Governor Ajay Kumar Bhalla addressed the House.
Meanwhile, a senior leader of the Bharatiya Janata Party (BJP) said that the expansion of the Council of Ministers is likely to take place after the Budget session, as seven ministerial berths remain vacant.
Earlier on March 4, exactly a month after the swearing-in ceremony, Chief Minister Yumnam Khemchand Singh allocated portfolios among the two Deputy Chief Ministers and two Cabinet Ministers while retaining several key departments under his own charge.
According to a notification issued by Chief Secretary Puneet Kumar Goel, Governor Bhalla allocated the ministerial portfolios on the advice of the Chief Minister.
As per the notification Deputy Chief Minister Nemcha Kipgen has been given the Rural Development and Panchayati Raj Department and the Tribal Affairs and Hills Department; * Deputy Chief Minister Losii Dikho has been assigned the Public Health Engineering Department and the Forest, Environment and Climate Change Department; Minister Konthoujam Govindas Singh has been allotted the Home Department and the Youth Affairs and Sports Department; and Minister Khuraijam Loken Singh has been given the Arts and Culture Department and the Tourism Department.
Chief Minister Khemchand Singh, Nemcha Kipgen and Konthoujam Govindas Singh belong to the BJP, while Losii Dikho and Khuraijam Loken Singh represent the Naga People’s Front (NPF) and the National People’s Party (NPP), respectively.
The NPF is led by Neiphiu Rio, Chief Minister of Nagaland, while the NPP is headed by Conrad K. Sangma, Chief Minister of Meghalaya.
In a post on X, the Manipur government said the portfolio allocation marks an important step toward strengthening governance in the state.
“This allocation marks an important step towards strengthening governance and ensuring focused leadership across key departments,” the government said.
Chief Minister Khemchand Singh, along with two Deputy Chief Ministers and two Cabinet Ministers, was sworn in on February 4 following the revocation of President’s Rule in Manipur (2025–2026).
Nemcha Kipgen, the lone woman Minister and BJP MLA from the Kuki community, took the oath virtually from Manipur Bhavan in New Delhi due to security concerns.
