Indian Navy to host Naval Civilian Function in New Delhi on April 23

The Indian Navy will host a Naval Civilian Function on April 23, 2026, at the Manekshaw Centre, aimed at recognising the contributions of its civilian workforce in strengthening operational preparedness.
Minister of State for Defence Sanjay Seth is scheduled to attend as the chief guest. The function will highlight key initiatives undertaken across Naval Headquarters and various commands to improve administrative efficiency, promote digital transformation, and enhance training and welfare measures.
Over the past year, the Navy has introduced several reforms to strengthen human resource management, including streamlined promotion policies, clearer administrative guidelines, and regulated transfer mechanisms. Welfare-driven initiatives such as the ‘Abhar Ceremony’ for retiring personnel, timely implementation of career progression schemes like MACP and NFU, and partnerships with institutions and organisations have also been rolled out.
On the digital front, the Navy has advanced systems like NCMIS 2.0 (SAKSHAM), training modules under NavKalp on the iGOT Karmayogi platform, and expanded access to services like the Defence Travel System and DigiLocker.
The event will also feature the inauguration of these initiatives and honour select naval civilians for their outstanding service.
