India-US Relations: Strategic Partnership Must Rise Above Pressure and Tariff Threats

The latest US legislation threatening tariffs of up to 100% on countries purchasing Russian energy has created another significant challenge for India-US relations. President Donald Trump has signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, giving Washington additional tariff powers that could potentially affect major buyers of Russian oil and gas, including India.

From the US perspective, the objective of reducing Russia’s energy revenues is clear. However, applying economic pressure on India over its energy purchases could turn a specific policy disagreement into a wider bilateral confrontation.

India Maintains Its Energy Policy Is Driven by National Interest

India has consistently maintained that its energy purchases are guided by national interest, energy security and the requirements of its large population. Russian oil has become an important component of India’s energy sourcing, particularly because of its role in meeting domestic demand.

New Delhi’s broader foreign policy has also traditionally focused on maintaining strategic autonomy. India maintains relationships with the United States, Russia, Europe and other major powers based on different economic, diplomatic and security interests.

India Cannot Be Viewed Only Through the China Lens

The growing economic and strategic importance of India has increasingly become a factor in US foreign policy. However, India and China have different political systems, strategic priorities and relationships with Washington.

Treating India primarily through the experience of China’s economic rise could create unnecessary complications in the bilateral relationship. India’s independent foreign policy choices do not automatically represent opposition to the United States.

Tariffs Could Affect Wider Bilateral Cooperation

Tariffs can provide economic leverage, but they can also create unintended consequences. Increased trade pressure could affect bilateral commerce and political trust while making cooperation in areas such as defence, technology and the Indo-Pacific more complicated.

At the same time, India can reduce its vulnerabilities by continuing to diversify its energy sources, strengthening domestic manufacturing and avoiding excessive dependence on any single supplier.

Lessons From the Past

The history of India-US relations shows that disagreements do not necessarily have to permanently damage the broader partnership. Following India’s 1998 nuclear tests, the United States imposed sanctions, but restrictions were eventually eased as both countries recognised the value of deeper engagement.

The current disagreement over Russian energy purchases similarly needs to be viewed within the larger framework of India-US relations.

Dialogue Remains Important

India and the United States have significant interests in areas ranging from defence and technology to trade and regional security. Allowing one disagreement to dominate the entire relationship could create challenges for both sides.

A durable strategic partnership does not require complete agreement on every issue. It requires both countries to manage differences through dialogue while respecting their respective national interests.
