India secures 86 lakh tonnes of fertilizer through global agreements; domestic P&K production rises to 211 LMT

The Centre has secured over 86 lakh tonnes of fertilizers through long-term international agreements while significantly increasing domestic production of phosphatic and potassic (P&K) fertilizers, Union Minister for Chemicals and Fertilizers Jagat Prakash Nadda informed the Rajya Sabha on Tuesday.

In a written reply, Nadda said the availability of key fertilizers such as urea and di-ammonium phosphate (DAP) remained adequate across states during the Kharif 2025 season, including in Madhya Pradesh, Uttar Pradesh, Bihar and Haryana.

The Minister noted that while the Department of Fertilizers ensures availability at the state level, distribution within states is managed by respective state governments. According to official data, fertilizer supply has remained comfortable during the ongoing Rabi 2025–26 season as well.

Between October 1, 2025 and March 5, 2026, the availability of fertilizers – including urea, DAP, muriate of potash (MOP) and NPKS – remained sufficient to meet agricultural demand, with the country maintaining healthy stock levels.

Global supply agreements

To ensure uninterrupted fertilizer supply and reduce dependence on imports from a single source, India has entered into long-term agreements with resource-rich countries.

These arrangements include annual supplies of 31 lakh tonnes from Saudi Arabia, 30.10 lakh tonnes from Russia and 25 lakh tonnes from Morocco, strengthening the country’s fertilizer supply chain for the 2025–26 agricultural year.

The Minister also noted a sharp decline in DAP imports from China, which dropped from 22.28 lakh metric tonnes in 2023–24 to 8.47 lakh metric tonnes in 2024–25.

Strong stock position during Rabi

Data shared by the government shows fertilizer availability exceeding demand during the current Rabi season. Against a pro-rata requirement of 183.51 LMT of urea, availability stood at 235.33 LMT, while DAP availability reached 71.89 LMT against a requirement of 51.38 LMT.

Similarly, MOP availability stood at 18.18 LMT against a requirement of 14.18 LMT, and NPKS availability reached 108.41 LMT against a requirement of 76.48 LMT.

Action against black marketing

The minister also addressed concerns about black marketing and forced tagging of fertilizers in Uttar Pradesh.

Fertilizers are regulated under the Essential Commodities Act, 1955 and the Fertilizer Control Order, 1985, which empower state governments to take strict action against violations.

According to the Uttar Pradesh government, 52 FIRs were filed for black marketing and seven FIRs for forced tagging of fertilizers between April 2025 and February 2026. The state also issued an order on January 9, 2026, to curb the practice of linking the sale of subsidised fertilizers with other products.

Push for domestic fertilizer production

To reduce India’s dependence on imported phosphatic fertilizers, the government has implemented several policy measures under the Nutrient Based Subsidy (NBS) Scheme.

These include expanding the number of P&K fertilizer grades covered under the scheme from 22 to 28, recognising new manufacturing capacities, and continuing freight subsidies for single super phosphate (SSP) since the Kharif 2022 season.

Additional incentives such as ₹3,500 per metric tonne support for domestic DAP production and subsidies for fortified SSP variants containing micronutrients have also been introduced.

As a result, domestic production of P&K fertilizers has increased significantly – rising from 159.54 lakh metric tonnes in 2014-15 to 211.22 lakh metric tonnes in 2024-25.
