India, Netherlands hold 4th Cyber Dialogue, focus on AI governance, cybercrime cooperation
The Fourth India–Netherlands Cyber Dialogue was held in New Delhi on June 16–17, 2026, marking a continued effort by both countries to strengthen cooperation in cyber and digital domains.
The dialogue was co-chaired by Joint Secretary for Cyber Diplomacy at the Ministry of External Affairs, Amit A. Shukla, and Ambassador-at-large for Cyber Affairs at the Dutch Ministry of Foreign Affairs, Ernst Noorman. It built on discussions held under the Roadmap of the India–Netherlands Strategic Partnership (2026–2030), which was unveiled during the visit of the Prime Minister of India to the Netherlands in May 2026.
Both sides reviewed the evolving cyber threat landscape and exchanged views on national strategies and policies, digital public infrastructure, data protection frameworks, transnational cybercrime, and law enforcement cooperation. They also discussed multilateral engagement, including developments at the United Nations, the UN Convention against Cybercrime, AI governance, and ongoing international processes related to information and communications technologies in the context of global security.
The discussions also focused on strengthening practical cooperation, particularly between law enforcement agencies, Computer Emergency Response Teams (CERTs), and through joint capacity-building and training initiatives. Both sides explored avenues for collaboration in protecting critical information infrastructure and addressing supply chain vulnerabilities.
The Indian delegation included representatives from the Ministries of External Affairs, Home Affairs, Defence, and Electronics and Information Technology, along with CERT-In, the National Critical Information Infrastructure Protection Centre (NCIIPC), and the Indian Cybercrime Coordination Centre (I4C). The Dutch delegation comprised officials from the Ministries of Foreign Affairs, Health, Economic Affairs, and Justice and Security, as well as the Netherlands Police Force, the National Cyber Security Centre (NCSC), Z-CERT, and the Public Prosecution Office.
