India and Finland sign key agreements during President Alexander Stubb’s visit
India and Finland on Thursday announced a series of agreements and initiatives aimed at strengthening bilateral cooperation across sectors including mobility, sustainability, technology and innovation during the State visit of Finnish President Alexander Stubb.
The visit marked a significant step in bilateral relations, with both countries deciding to elevate their ties to a “Strategic Partnership in Digitalization and Sustainability.” The announcement reflects the growing collaboration between the two nations in emerging technologies, green transition and innovation-driven growth.
Key Agreements Signed
Among the major outcomes of the visit was the signing of a Migration and Mobility Partnership Agreement, which aims to facilitate the movement of skilled professionals between the two countries. Finland has become an increasingly important destination for Indian talent, particularly in technology and innovation sectors.
The two sides also renewed an earlier Memorandum of Understanding on Environmental Cooperation, originally signed in 2020. The renewed agreement will expand collaboration in sustainability-related areas such as bioenergy, waste-to-energy solutions, green hydrogen, renewable energy storage, and wind, solar and small hydropower technologies.
In addition, a new MoU on Cooperation in Statistics was signed to promote exchange of expertise and best practices in the field of official statistics.
Focus on Technology, Trade and Innovation
Both countries agreed to expand cooperation in advanced technologies by establishing a Joint Working Group on Digitalization, which will focus on areas such as 5G, 6G, artificial intelligence, quantum communications and high-performance computing.
A Joint Task Force on 6G will also be created, linking research at the University of Oulu with the Bharat 6G Alliance to advance next-generation telecom technologies.
The two sides also announced plans to double bilateral trade by 2030, building on the recently concluded India–European Union Free Trade Agreement.
Startup and Research Collaboration
To boost innovation and entrepreneurship, India and Finland agreed to strengthen connections between their startup ecosystems through an Indo-Finland Startup Corridor. The initiative will promote participation of Indian startups in the Slush in Helsinki and Finnish startups in the Startup Mahakumbh in New Delhi. Slush is the world’s most founder-focused startup event, held annually in Helsinki.
The countries also launched joint research calls under an implementation arrangement between India’s Department of Science and Technology and Business Finland to support collaborative innovation projects.
Sustainability and Global Cooperation
India and Finland further announced plans to co-host the 2026 World Circular Economy Forum in India, in collaboration with the Finnish Innovation Fund Sitra and India’s Ministry of Environment, Forest and Climate Change.
The two countries also agreed to establish a Consular Dialogue between their respective foreign ministries to strengthen coordination on consular and mobility-related issues.
