India and Bhutan discuss measures to deepen cooperation in power sector

India and Bhutan on Tuesday reviewed and reaffirmed their long-standing partnership in the power sector, with discussions focusing on hydropower projects, cross-border transmission and future cooperation.

Bhutan’s Minister of Energy and Natural Resources, Lyonpo Gem Tshering, met Union Minister of Power and Housing & Urban Affairs Manohar Lal, along with Minister of State for Power and New and Renewable Energy Shripad Naik, to explore ways to further strengthen bilateral collaboration in the energy domain.

During the meeting, both sides discussed the commercial optimisation of power generation from the Punatsangchhu-II Hydroelectric Project with a capacity of 1,020 MW. Emphasis was also laid on the early commissioning of the Punatsangchhu-I Hydroelectric Project (1,200 MW), which is expected to significantly enhance Bhutan’s power generation capacity and strengthen regional energy security.

The ministers also deliberated on the future roadmap for the Sankosh Hydropower Project, a key proposed initiative in Indo-Bhutan energy cooperation. In addition, they reviewed the development of cross-border transmission links up to 2040 to support growing power trade between the two countries.

Another important issue discussed was the need to streamline approvals for power scheduling, particularly during Bhutan’s lean generation months, to ensure efficient utilisation and reliable supply of electricity.

Both sides recalled that Indo-Bhutan hydropower cooperation began in 1961 and was further strengthened through the Agreement on Hydroelectric Power Cooperation signed in 2006. They acknowledged that hydropower remains a cornerstone of Bhutan’s economy and a vital element of bilateral relations.

The ministers expressed appreciation for the enduring friendship between India and Bhutan and reaffirmed their commitment to further deepen cooperation in the power sector for mutual benefit.
